You must click the X in the chat window to exit CGI:IRC properly, this avoids having to change usernames. However in order to change your nickname use /nick newnick
You can also connect using any IRC client (such as MIRC) using the following:
HOST: irc.stoirc.com :6667 CHANNEL: #OfficersMessHall USER: $user->name
